第三章,無為而治 (Lao Zi Chapter three - Method of non-ado )

"不尚賢,使民不爭。不貴難得之貨,使民不為盜。不見可欲,使民心不亂。"
By not glorifying the talented, people will not fight for glory and position. By not valuing rare objects, people will stop from stealing. By not seeing things with wanton desire people's minds will not be disturbed.
若統治者不標榜有賢能才華的人作為社會的楷模,人與人之間就不會因為"追名"而產生惡性競爭。若統治者不標榜寶物為值得珍視的東西,人民便不會為"逐利"而作出盜竊或詭詐的行為。若統治者不炫耀能誘發他人貪念的東西,民心亦不會被貪念擾亂。

"是以聖人之治,虛其心,實其腹,弱其志,強其骨。"
Therefore the SAGES governs the people by:-
Emptying their minds of evil desires,
Providing them with enough food,
Weakening their strong ambitions and 
Strengthening their bodies.
所以聖人治理國家,先求正己修身為本;本立而后能正人,以達天下太平,國泰民安之治。使人民斷除邪思妄念,心常無慾,無塵、無染,則虛靈明妙,魔障不生。使人民滿足生活所需,生活富足安穩。使人民無爭,常無妄念,不去為名利而爭奪勞累,自然神定氣和。則骨傲風霜,不畏魔氣,精進不懈,自強不息。

"常使民無知無欲。使夫智者不敢為也。為無為,則無不治。"
In this way the people may maintain peace and harmony without mundane knowledge and desire. Thus by practicing non-ado and law of nature, may all live in peace.
常使人民處於安分少慾、不貪求的心態,則上下清靜無為,自然使有智巧詐偽的人不敢妄取妄為。倘若百姓均能無為而為,則皆為聖賢。自然天下沒有治理不好的道理。
